Custody death case: NHRC asks Assam to pay Rs 3 lakh to kin

New Delhi, June 6 : The National Human Rights Commission (NHRC) has directed the Assam Government to pay a compensation of Rs three lakh to the next kin of a person who was killed in police custody in 2002.

The rights panel also directed the state government to submit a compliance report of the directive within eight weeks from the date of its receipt.

The victim, Manoj Chundi, had been arrested by police on May 2, 2002 in connection with a case registered against him with Dispur police station in Guwahati, the NHRC noted.

However, Chundi was killed later and police claimed that he fell to the bullets during an encounter, it said.

The matter was investigated by the state&aposs crime investigation department (CID) which doubted the police version in respect to the death of Chundi, the commission noted.

In its report, CID said though policemen claimed that there was a cross fire between them and a gand led by Chundi, in which he fell victim, no loss of ammunition was shown in the police record.

The CID also submitted that no person residing near the place of the encounter heard gunshots, the rights panel observed.
