Chief in Jail, Governor Takes Over hill Council

Guwahati: With Mohit Hojai, Chief Executive Member (CEM) of the North Cachar Hills Autonomous Council (NCHAC), currently in custody of the National Investigation Agency (NIA) for allegedly providing Rs 1 crore to the Black Widow — an outlawed militant group — Assam Governor S C Mathur has taken over the administration of the council.

The elected council, meanwhile, has been placed under suspended animation. The Governor can take over an Autonomous Council under provisions of Para 16(2) of the Sixth Schedule of the Constitution. The state Cabinet had passed a resolution recommending taking over of the Autonomous Council by the Governor more than a week ago.

The Autonomous State Demand Committee (ASDC), a regional party that has a considerable support base and influence in the two hill districts of Assam, had defeated the Congress with the help of the BJP in the last Autonomous Council elections in 2007. Hojai was arrested on May 30 at Haflong and was subsequently sent in 10 days’ custody of the NIA.

The chief judicial magistrate here on Monday also granted the NIA 14 days’ custody of Black Widow chief Jewel Gorlosa. He was arrested recently in Bangalore after the outfit carried out a series of attacks that brought governance and the rule of law to a standstill in the North Cachar Hills district in the past three months.

With the Governor taking charge of the district, the Government would now have to focus on two primary areas: restoring law and order and ensuring the safe running of trains on the Lumding-Silchar track through the district.
